Subsidy & Loan Business Plan Kit is a vibe coding kit for Claude Code and Codex. Builds a business plan and budget from what you say, checked before submission. It includes 8 fixes for pitfalls the maker hit in real work. Free.

When this helps

You want to submit a subsidy or loan business plan, but the guideline's items and numbers don't add up

What it does

Drafts a business plan from what you say about your business and numbers, matching the items of the subsidy, grant, or JFC startup plan you're applying to. Also builds a monthly budget and cash-flow table in Excel, counting subsidies as paid afterward. While drafting, it flags expenses that may not qualify, mismatched numbers, and unsupported claims, and lists remaining deadlines and documents. A plan you wrote yourself can be checked the same way, without changing the original file. It does not promise approval.

The fixes baked into this kit

  1. Calculating with the previous round's website-cost capUsing round 19's cap of "a quarter of the application amount" no longer matches round 20's cap (¥300,000). Each program's rules are kept separately by round, version, and date, and shown in the result.
  2. Assuming PR and website costs alone can't be claimedOnly PR costs alone or website costs alone are disallowed — the two combined are fine. Checked against the official FAQ (A3-20), so only the single-category case is flagged.
  3. Missing that the support-letter deadline is earlier than the filing deadlineThe chamber of commerce's support letter (Form 4) is due 11 days before the application deadline, and won't be issued after that. It's now shown at the top of the deadline list.
  4. Counting a subsidy payout in the same month as the expensePutting a subsidy's payout in the same month as paying the expense makes cash on hand look sufficient. Subsidies are counted as paid afterward, and any payout before the expense is fully paid is flagged for correction.
  5. Misreading circled numbers and mixed addition in JFC's sample figures"①¥600,000/unit × 7 units/month" can get its ① read as "1", turning it into ¥1.6M, and a labor-cost formula mixing addition gets multiplied as a whole. Circled numbers aren't treated as digits, "/unit" is read as "per", and each added term is multiplied and summed separately (rounding under ¥10,000 is allowed in man-yen formulas).
  6. Flagging routine notices like "be sure to check" as unsupported claimsGuideline boilerplate using "must" or "be sure to" gets misread as an unsupported claim. Only wording tied to an outcome (sales will grow, will be adopted) is treated as an unsupported claim.
  7. Flagging a trade-show booking as a pre-approval purchaseTreated like other expenses, a trade-show application looks like a purchase made before approval. Trade-show applications are allowed before approval, so it's flagged only to confirm the invoice date is on or after the approval date.
  8. Flagging sample wording like "(fictional)" or "restaurant renovation" as fraud or ineligibleThe sample quote's "(fictional)" label or the official example "restaurant renovation" can get caught as fraud wording or the ineligible "food and drink" category. Matching is narrowed to forms like "fictional expense/invoice" or "meals/entertainment", and tested against all 37 lines of the official list of eligible initiatives to confirm none are falsely flagged.

What's inside

  • A business plan draft (laid out by the program's review items or JFC's form, with facts and projections marked separately)
  • A monthly budget and cash-flow table in Excel, counting subsidies as paid after the fact
  • A pre-submission check (expenses that may not qualify, mismatched numbers, unsupported claims, wording that risks improper receipt of funds)
  • A list of deadlines and documents to submit, which you can mark off as done
  • A check for a business plan you wrote yourself (wording, character limits, ineligible-expense terms — the original file is never changed)
  • Two fictional sample cases (a subsidy application and a JFC startup plan)
  • A guard that catches AI-directed instructions hidden in documents it reads, and flags them

The first three decisions

  1. Which program (Jizokuka subsidy, Shinjigyo/Monozukuri subsidy, or JFC startup plan)
  2. Your company's structure, industry, and staff size
  3. What you most want to do, and the money it needs (quote amount if you have one)

What you need

  • No extra costNode.js 18 or laterNeeded to run the tools; nothing else to install
  • No extra costExcel or NumbersTo view the budget and cash-flow table
  • No extra costYour own numbers and backupLast year's sales (tax return, financial statements), quotes, etc. The AI never invents numbers.

How to use

Just paste this into your AI.

I want to use the nice to have kit "Subsidy & Loan Business Plan Kit". Follow https://nicetohave.app/en/g/BUG9Q8WL-•••••••••• and set it up.

Works the same in Claude Code or Codex.
Read what this tells your AI to do, before you paste it

If you would rather take the files yourself

Paste the line above and your AI fetches it. If your AI cannot fetch it, or you would rather download it yourself, start here.

Download the kit as a zip

  1. Unpack the zip you downloaded
  2. Open the resulting folder in Claude Code or Codex (in VS Code, "Open Folder")
  3. Type "start building with this kit". The instructions are inside (Claude Code reads CLAUDE.md, Codex reads AGENTS.md)

FAQ

Can this kit file the application for me?
No. You submit the application yourself (including getting a GBizID). Don't give the AI your GBizID or password — the guidelines prohibit sharing it with third parties.
Does it work for programs other than the three it covers?
Right now it matches the items of the Jizokuka subsidy (round 20), the Shinjigyo/Monozukuri subsidy (round 1), and JFC's startup plan. For other programs, only the check for a plan you wrote yourself (wording, character limits, ineligible-expense terms) can be used.
What happens when a new round's guidelines come out?
Once the usable period expires, a notice appears at the top of the result page. When a new round's guidelines are published, the kit needs to be re-read and updated — the deadline isn't extended automatically.
Does the AI come up with the business plan on my behalf?
No. The guidelines require a plan the applicant worked out themselves, so the draft is just your own words organized. You're expected to read it, rewrite it in your own words, and be able to explain it in an interview or inquiry before submitting.
Does personal or sales/client information get sent outside the AI?
The tools themselves send nothing outside. What you say does go to your Claude Code or Codex service, though, so for company use you're told to check your company's AI-usage rules and whether the plan has a business-grade contract and a no-training setting.
